The ‘Rastriya Sam Vikas Yojana (RSVY) is a very noble and effective programme initiated by the Govt. of India under the Planning Commission. It is meant for development of the backward and poor people. The RSVY scheme in N.C.Hills district would be more beneficial for ethnic clash stricken people most of whom have lost their all properties including dwelling house.
1.1 Location
The N.C.Hills district is located in the southern side of Assam bordered by Karbi Anglong and Nagaon on North, Silchar on the South, Nagaland and Manipur on the east and Meghalaya on the west. Geographically the district is located between 920 37/ E and 930 17/ E Longitude and 250 3/ N and 250 47/ N Latitude.
The extended position of the National Highway No. 54 crosses through this district which is proposed to be develop under East West High Way Corridor. The Railway line still in Metre Gauge passes through hilly terrain from Lumding to Silchar, Agartala. The construction of B.G. line to replace the existing Metre Gauge is also going on. The total length of Railway line in 135 km.
1.1(a) Access to capital city and other consumption centres.
Access to capital city Guwahati and other consumption centre from Haflong and other places like Mahur, Maibang, Umrangso, Harangajao etc is good. Numbers of buses including Night Super buses ply between Haflong and Guwahati, Truck and other transport vehicles move from Haflong. Train Communication as supplement the accessibilities of the capital city.
The following consumption centre are having accessibilities to the district and have established market from additional production of food, handloom, handicraft, item envisaged to be produced under RSVY scheme.
1. Silchar – 120 KM from Haflong by Road and 112 KM by Railway.
2. Shillong (Meghalaya) – 120 KM by Road from the boader at N.C. Hills and 236 KM from Haflong.
3. Lanka – 128 KM from Haflong and 20 KM from Diyungmukh.
4. Dimapur (Nagaland) 200 KM from Haflong
5. Nagaon – 180 KM from Haflong.
6. Guwahati – Capital city. 320 Km. from Haflong.
1.2 Administrative Set up
The Administrative set up in this district has to play a vital role in implementing RSVY scheme.
Since all the development departments in this district is under administrative control of N.C.Hills Autonomous Council, the matter of implementing RSVY schemes were discussed with Chief Executive Member of the Council, Executive Members and all development departments heads.
The District Administration has adequate numbers of Civil Servant to monitor the programme.
